Putting site together - Coding

Hello,

I am a graphic designer, working on a project with an urban artist. We are looking through some of the possible ideas, and are in need of a web designer / coding. Basically the design would be carried out by me, and then just needs coding and to be put on the web.

The idea is a novelty site, their will be four images on four pages. Each image can be clicked and then a paragraph of information about this image comes up.
The key to this idea, is that each time you go on this site. A different image, out of the four comes up. So four pages, each these images, no set home page, just one of these each times. Is this possible, if so are you free to work, and what quote would we be at?
