As a minimum, the below would help
- type of business
- the target audience
- is hosting in place or do you need assistance with this?
- do you have a domain name registered or do you need assistance with this?
- do you have assets such as images / audio / video ready or do you need assistance with this?
- do you have copy content as in text ready or do you need assistance with this?
- do you have any sites for inspiration to build your site?

From your response, it will help to send a meaningful proposal with recommendations; limitations (if any); timeline and cost.
