I need a raffle company website building

Im looking for a very experienced developer who can make me a raffle website inline with the websites below:

The website needs to have the following UI:
- Guest Checkout
- One Click Apple Pay/Google Pay
- Either free entry and direct buy now checkout to remain compliant
- A sliding toggle to choose how many tickets the customer would like to purchase with a back setting where we can set the toggle automatically to '100 tickets' for example and then the customer can slide up and down as they wish.
- Live count time timer on each page
- A bar to show how many tickets have been sold for each comp to create urgency
- A wallet function so that customers can add money to their wallet in order to use on tickets
- Spin the wheel and other handy functions to give away free prizes for visitors such as "£2.50 credit!" which would then get added direct to their wallets (money cannot be withdraw out of these wallets)
- Customer logins must also be available again to have their 'wallet'

These are most of the points needed however whoever is to build this site must do a deep dive into both of the websites named above to create a perfect blend of both to create a fun, interactive website for people taking part in raffles.

We can also hire a designer needed to create artwork and enhance the websites visually.

The main task here is the User Interface and Experience making sure each part is designer perfectly so it's smooth and leads customers to the checkout
