E-commerce Website design&development

I am looking for someone who can design an e-commerce website exact to my specifications. I already have the domain and hosting, and all i really need now is the actual site up and running. You will need to have:

1. An excellent understanding of website design and development.
2. A friendly and helpful attitude when working with me.
3. Time during the day to complete the project.

I have attached all the details that I would like on the website. Its really up to you how the layout will be just as long as it meets my specifications, any previous templates that can be adapted will be fine. I am on a low budget so it would be very helpful if you only bid if you accept my budget.
