Design system development

Dear designers,

I'm looking for a professional who can help me develop design system for my eCommerce website theme which is sold on a marketplace. Along with this a single landing page (e.g. homepage) needs to be designed according to this design system so we can verify how the end result looks when it's applied.

Expected qualities:
- Figma file. This file will be distributed to my customers so I require Intellectual Property rights
- You can use any existing design system as a starting point or do it from scratch. If using existing, make sure that the license won't prohibit the transfer of intellectual property rights and distribution of this file
- The design I'm expecting should be minimalistic and clean because my theme will be served as a started theme that every customer is going to customize for own needs.
- The design system I'm expecting to get should be as universal as possible. An important part would be defining the meaningful variable names so my customers (designers/developers) could quickly and easily customize it. The theme is using TailwindCSS for styling so keep this in mind.
- Among configurable parts, there should be colors (primary, secondary), borders, shadows, type. It should be envisioned various variations and contexts, for example Primary text on Light/Dark background or Light/Dark text on Primary background, hover states, highlighted/shaded states, etc.
- The theme is responsive so keep in mind the look on different devices.

An ideal candidate:
- Has experience creating design systems
- Has experience designing modern ecommerce stores
- Has experience or at least familiar with Tailwind CSS
- Is an individual with whom I work directly rather than a company/agency

I've attached the screenshot of the homepage I currently have so you have a rough initial idea.

I did my best to describe my needs, but certainly I'm not a designer, so please ask questions to clarify my needs so we can agree everything in the beginning.

This project is not urgent, but I expect it to be finished within a month.
