Will people enter for free, will they have to pay to enter, or maybe both options?

Do users need to create an account to see their entries, or is a simple form (no login needed) good enough?

Will you need online payments (like Stripe or PayPal) and a way to automatically pick winners, or will you choose winners yourself?

Once I know this, I can tell you the best way to build it, how long it'll take, and how much it'll cost.
