Build a website

Looking for someone, whose first language should probably be English, to build a website similar to Lingoo.com
This website is marketed only in France so I want to build something similar to be marketed in Spain. You would need to make some changes in order to keep things legal and I am looking for someone who will be happy to take be responsilbe for deciding, or at least suggesting, which changes could be make.

I will need to edit the wording myself so that it differs from Lingoo, but if I can find someone who is able to rewrite the wording themselves - at a reasonable cost - then then that would be even better. Also need someone expereinced in SEO

Time scale is an important factor as this is a seasonal business and if we can get it done quickly we might be able to take some bookings for this year.

If completed successfully more work could follow as I need another website built after this one, plus a smaller job for a simple portal.
