A professional website design service for a community project

I am already paying for a website (Word Press) and email hosting service and need someone to use this to design an appealing, professional and contemporary website. I also have some logos and web banner etc which have been designed to use for publicity; I have attached a selection. Ideally, I would like the website to incorporate some kind of animation (a moving image or words) and yet be easy to navigate and fairly simple, eg 4 pages. As this is a local community charitable project I need someone twho works in the UK, to be sensitive to it's values, responsive to our needs and who operates ethically and at a reasonable cost. Please give me some idea of how many hours you think you need to spend on the design of something like this.
