Senior Network Engineer TDM flat network modernized into an IP network

Trying to modernize a TDM network and convert it into IP. Some of it is IP now, only for remote management purposes I believe, but for the most part it's a flat network. I'm the only engineer with any real networking knowledge (CCNA and CCNP), so it's a little overwhelming. I basically just need a little help getting started (the WAN/some LAN design). I have some ideas about where to place router/switches, and whether I should use routers/switches, but would like someone's opinion with more knowledge and experience than I have.
I don't have too much knowledge as of yet, but here is the big picture:
There is one main Core Hub site, and 4 others that connect to that. Connected to each hub site are smaller sites (10+). They have multiplexers there for converting different types of data (analog, SCADA, v.24, etc.). Almost all of these sites are connected via T1 links. This is a brief description.
