Creative logo designer

I am looking for a creative logo designer to design my company logo. looking for a striking Eagle with the merging of two flags set behind. I have copies of images which I have found to guide someone through what I am looking for.

I am a new company and therefore on a tight budget. I am really only able to affort around £25 for this job. However I do know exactly what I want so will hopefully make this easier
