Convert images to b&w coloring book pages.

I want to produce an adult coloring book with images of Carnevale in Venice. I will provide 40 or so full-color pictures to be converted in coloring book pages with black lines on a white background. Each image must be surrounded by a heavy black border delineating the outer edge of the drawing. The drawings should be formatted using landscape and scaled so that the length is 125% of the height (for example, 24cm tall and 30cm wide). Your drawing should have 90-95% of the detail in the picture provided, but it need not have 100%.

Please provide a price per drawing based upon the 2 pictures attached, which are typical. Also, tell me what file formats you can provide (jpg, vector, etc.). And, give me a reasonably accurate idea of how long it will take you to finish 40 such drawings.
