Description
Experience Level: Expert
Brief:
We need an independent daylight and sunlight assessment for a live planning application at Units 6, 7 and 8, Century Court, Tolpits Lane, Watford WD18 9RS (Three Rivers District Council, ref 26/1188/FUL). The scheme converts an existing two-storey commercial building (about 8.5 m high) to 26 flats and adds three storeys. The proposed parapet is 13.65 m and the top of the fourth-floor volume is 15.256 m, set back about 0.8 m from the parapet.
We have done a desktop 25° obstruction-angle check. We now need a proper 3D-modelled assessment to the BRE guide "Site Layout Planning for Daylight and Sunlight" (3rd edition, 2022), to submit to the council.
Scope: please model and report on:
1. Ved House (also known as Unit 3 Century Court). This is residential and about 30–40 m north of the site. Please provide:
o VSC, NSL and APSH/WPSH (for windows facing within 90° of south) for the south-facing windows.
o Existing against proposed, at the 15.256 m overall height.
o A second run at the 13.65 m parapet for comparison.
2. Neighbouring commercial units, Units 1, 2, 4 and 5 Century Court (5–10 m from the building). Please advise which have windows facing the site and whether the room uses give a reasonable expectation of daylight under the BRE guide. For those that do, run VSC and NSL, existing against proposed. We can supply what we know about the uses.
3. Overshadowing. The 2-hours-of-sun-on-21-March test for any neighbouring amenity space, plus the communal gardens within the site if you recommend it.
4. Optional quote line: internal daylight (ADF or the BRE 2022 illuminance method) for the proposed flats, priced separately so we can compare.
Please also tell us:
• Your recommendation if any window falls below the BRE guide values, including any small design changes that would fix it. Our hand calculation puts the Ved House ground floor at 24.99° against the 25° limit, so we expect that result to be very tight.
• What survey information or access you need (window positions, sill heights and so on).
We will provide:
• The planning drawings: plans, elevations, sections and an OS block and location plan (PDF; DWG can follow on request).
• Our existing desktop assessment with the 25° calculations.
Deliverable: a report in Word or PDF that is ready to submit to the council. It should include methodology, a model description, results tables for every window and room tested, drawings or plots, and a conclusion against the BRE criteria. It should also include a short statement we can hand to the planning officer if the council queries it.
