Architectural CAD technicin

I am seeking a CAD technician, ideally with some architectural experience to:

1) assist in translating old PDF plans into CAD models
2) instigating basic changed to layouts and schemes
2) translate rough drawings such as service plans or layout into a CAD plans.

Initially I require support to turn the house and stable on the attached drawings into a CAD model- a full elevation pack of drawings will be provided on instruction and then instigate some basic changes to the layout/ elevation- likely 3 iterations. If the work is of a suitable standard I can potentially offer an ongoing workstream of regular instructions. All projects will be in the UK, however I do not need the person undertaking the work to be in the UK and am seeking overseas delivery to reduce cost.

Please advise of a budget for this piece of work and an hourly rate for future instructions.
