Visual novel character male

I need a stylized, simple animated 2D image of a male for a video game. The character needs to support one idle animation (blink with eyes for example) as well as one talking-animation. The animations can be very simple (3-5 frames is good).
It would be nice to have one animation for smile and for frowning face as well, depends on how much extra work it involves.

I want this character to be inspired by short, kind of fat guy with glasses from the movie "Office space" (this is him, the guy with the glasses, in this clip https://www.youtube.com/watch?v=Vsayg_S4pJg)

I want the art delivered in png-files, but if you are using a vector graphics program (inkscape or similar) to make it I would be very happy to get the original files as well in case I need extra work done to it.

I'm willing to agree to a non-exclusive, royalty free license - I.e you can resell the graphics at another place later on and I have a non-exclusive but royalty free license to use the art.
