Unique website designer-Viral ad needed. Funded project to enjoy journey not profit

I have the funds to develop a website, which needs to have iconic design and uber functionality.

I have the website concept. It will draw consumers into writing stories of past exploits - of interest to lads mags although this is a "not for profit" project

I need 3 distinct things

1. Fab design and functionality for the website
2. Technical website build and delivery
3. Viral ad & social media marketing

Idea - crazy - needs input - I have the cash
