Resizing of an advert

I have an advert in PDF format (Quarter page vertical- 127 x 98mm). It was done in either Illustrator or Indesign. I need the advert to be resized to a different size. The guidelines for the new advert are:
%u2022 Submitted as ready to print, all colours CMYK %u2013 Pantone references will not be used
%u2022 Full page adverts appear in portrait format
%u2022 Bleed 3mm around each edge and include tick marks on artwork
%u2022 Leave 10mm gutter around the edge for any type used
Bleed Size full page- H 303mm W 216 mm
Trim size full page- H 297mm W 210mm
