Portrait from old family photo

I would like to create a digital portrait from an old family photo to give to my parents as a gift.

I plan to print and frame the photo in a size that will be approx. 22 x 26".

The output does not have to be a physical painting, it can simply be a digital output or representation; this will depend on the style and direction of the freelance artist. My preference would be to get a realistic/traditional interpretation of the photo.

The budget I set is just a recommendation from People Per Hour. Please quote anything you want (less or more) for this work; I am not worried about the price, I just want the best work.
