PDF scans converted to ebook (24 pages)

Design details: I have colour artwork for a children's picture book that has been professionally scanned into a jpeg and PDF files. There is 1 file per 2 pages which includes words and illustrations. The pictures may need to be split into individual pages.

I would like these files combined into a book format and converted to an ebook format (epub) that will be readable on iPad etc.

My plan is to offer this as a free/paid for publication.
I own the copyright to text and pictures.
Ideas for the visual style: n/a
Extra notes: the story is 24 pages.
