I need one bubble chart in ppt/excel with 2 dimension of values

I need one bubble chart in ppt/excel with 2 dimension of values; I need the chart in the example. either in excel or ppt, I need to show the 11 bubbles with names of the LPs on them on one chart, which has however axis that reflext the min and max of all the 50 LPs, so that one sees how this is in the "upper right" quadron. then I need the same chart, but with the other 39 bubbles also visible (maybe shaded sp that they are in the background, while the main 11 are shown in full color). Objective is to emphasize how the 11 are positioned relative to the total sample. Important is to have names next to the 11 always and no names next to the others ... this is time critical and I need it in the next 12 hours
