I need a football badge recreated

I need an illustrator to recreate an existing football league badge in vector EPS from a lo-res image. I would like the badge recreated not traced.

IMPORTANT I do not want a trace. I need a quality redrawn illustration using a consistent line thickness and accurate vector paths. Please give a realistic quote to produce a quality end result. I am willing to pay more to achieve quality work. I DO NOT want a traced image. See the attached material and view it carefully.
