I need a ‘character’ created

I am setting up a new company called ‘Forever Dolly’ that sells dresses to girls age 2-10.

I am looking for someone to design the ‘Dolly’ character that may appear on some of the dresses. Something along the lines of Elsa from Frozen/ Barbie....something new and different that little girls will love and it will be printed over items to sell. Not cartoon based.
I need a full design and tech pack to send this to the clothing designers to be added to the designs.
