Graphic design of qualification wheel

Design details: I am looking for a designer to work as urgently as possible to create a "qualification wheel" as a matter of urgency.


Here is some info

- We have some levels in the UAE from 1 to 10 and we want to show which of our programmes from 10 on a fan sort of scale
- Across the scale we have multiple programs, some programs are just at 1 level and some fan across multiple levels

I want the design to look really good for a presentation, it should look where possible like the UAE somehow, maybe think creatively about the background it is on, colours I am open to, but perhaps UAE colours or MOE colours, I've uploaded the

Please size it for a powerpoint (maybe 1024 X 768)
