Design and Tech Pack

I have a rather intricate design I want made as well as a tech pack that is beyond my scope of skill in illustrator. I've attached some details for what I want in the attached file. The Scotch and Soda shirt is a similar example. I would like the shirt in black with small white roses all over the shirt. In the middle of the shirt will be a box similar to scotch and soda where there will be no roses, just the outline of a womans face. On the left of the womans face the word will be DEMAIN, on the right will be the words DES L'AUBE. The material of the shirt will be viscose. Thank you!
