Creation of Image for wedding stationery

I need an illustrator/graphic designer able to create an image as a digital file for my wedding stationery. I have an example image of what I'm looking for. Image is of bride & groom silhouette outline on a tartan background with fading to edges. I can purchase the digital paper of the tartan to be used (Lamont Modern) if required. (New to PPH so budget is flexible, I am unsure of appropriate pricing for this).
