Convert raster graphic to a vector

Design details: I have an old logo/military crest which needs to be re-drawn accurately as a vector (EPS) that I can easily scale and edit the text on
Ideas for the visual style: As shown in BMP example
Things to avoid: interpretation
Where the design will be used: print and web
Extra notes: PLease confirm the price and I will also supply some SVG files of similar logos which might help the starting point.
