Cartoonist illustrator flash animator

I have images in powerpoint (which I took off clip art and the internet). To make it unique, I will like to convert into cartoons, get it illustrated and animated. For e.g. a man washing his hands, a baby crying etc.
It is for producing a language product which will depend on the images and will have voice files inserted in the images. When the image is clicked it will describe what the picture is doing? See sample attached
