Website Graphic Design For A Care Agency

I have a client who has a website that is very old and needs an upgrade. Google doesn't rank the site very well as a result.

I would like a graphic designer who is experienced in UX and in good design to design 3 concepts. The client does not want a template so the design has to be custom.
It's a small website and will have 4/5 menu items.
What I am looking for in the design is:

A simple design
Art Deco style
Easy to read fonts
Easy navigation
Clean and simple
Client doesn't like stock images, so maybe some artistic drawings?
To design the homepage and some inner pages

Please share examples of your work on similar websites

Ideally, I would like a UK based Graphic Designer
