Roller Banner - Design & Ready to Print Files (HQ)

I need a designer who can create a high quality ready to print banner design

We are a small micro business ( husband and wife) :)

The hard work is done - the copy text is ready and a sample layout is attached below; however we are also look for someone who can review and redesign to ensure it is max impact

The banner printers have provided a printing spec which is attached

We need the design needs to reflect and show the following:

- themes; wholesome, fresh and *home-cooked* ethnic foods, environmentally friendly , unique, different
- it must convey homestyle / home cooking
- It should be very simple, easy to visualise and read
- must deliver print ready files

Attachments:
- a sample of the banner I did using power point
- the roller banner printer specs for designer to work to

Note:
We are looking for a budget price - value for money
