Reformating a word document to an editable PDF

We need our ERR workbook updated as there are some formatting errors (see guidance document, Document has been split into 6 sections - Due to 5MB upload limit - but must be one whole document when finished, I have uploaded section 3 of the 6 section document).
The final product should be in pdf format with editable spaces for each answer box, with all formatting & errors / blank pages etc amended.
If anything is unclear then please advise.
