PDF Siteplan to be re-drawn in illustrator

I need the attached siteplan re-drawn in illustrator in layers.
Each layer to show specific types of objects.
Each object to be a clickable entity,
Each type of object to be a unique colour so I can re-colour them in future.
Some objects may be possible to copy and paste

Layers

Base layer
1. Background (white)
2. Green space, gardens, parks etc
3. Water (blue)
4. Roads (2, 0, 0, 50) one continuous shape
5. Pavements (3, 0, 0, 24) several continuous shapes
6. Parking Spaces (1, 0, 0, 37)
7. Buildings and sheds
8. Trees and shrubs
9. Building numbers (vertical)
10. Street names (type on a path,follows route of road)
11. site boundary

I can't attach the actual file that needs to be drawn as it's over 10mb

If the siteplan is inaccurate it's of no use to me. If it's late it's no use to me. If the amends take too long, I won't come back for more.
