New image created

I need some help creating a new image. I have attached the base concept, the new image needs to be high-resolution (EPS vector image would be best I would imagine). The new image is to be used on a 19"x39" sign for a trade show. Change the yellow color scheme to match our company colors (logo attached). background should be very dark blue (CMYK: 82 69 58 70). Please let me know if you can assist and if so, cost and delivery time.
