I need a visual heatmap

I will provide the numbers of a type of medication that each ICB in England supplies. I need a heatmap to take the map of ICBs and to colour each region one of three colours depending on the quantity of medication.
I have attached to this an empty map to show the number of regions and to act as a template.

What I will then provide is the list in excel of the ICBs, the total amount of medication, and the colouring of their region.
You will need to match to the right region on the template and colour it the right colour based on our branding.
Visual will need to be produced with a transparent background, along with an accompanying table with ICB name, numbers, colour.
