House plans drawn for planning/building control

I need plans drawn for planning permission/building control of a 5 bed detached house. I will do the floor plans and give an idea of what the house will look like externally but I need someone skilled in using CAD to actually pull all this together and produce coherent, scaled plans appropriate for submission for planning permission (and then likely plans for builders/building control use.) I am also open to suggestions on design improvements. (I use Smartdraw for the floor plans).
Also I need to know whether you'd need a topographical survey of the site in order to design around change in levels etc.
