England & Nigerian Map with images on each state

Good afternoon,

Please I need someone who can you prepare a map of England and Nigeria on separate sheets with images for each state. Please see attached image sample of USA state of how I want the images to look. 48 images for England and 36 for Nigeria.

I want the images ideally in black colour, see the images to use in word document to replicate. The pictures should be distorted to avoid trademark infringement.
