Design graphic for print

I would like to commission the design of a graphic, similar to this example https://commons.wikimedia.org/wiki/File:Europe_flags.png

The project involves sourcing 7 selected flags and arranging them similarly to the above example but for the continent of Africa instead of the European region.
Tech spec: the work should be done on Illustrator, output shall be a Print PDF. Colour space RGB will be used for print (Adobe 1998 or SRGB). Final PDF in X3, 300dpi (at 1:10).
