Create master file in photoshop with 1000 clipart images.

I am looking for a designer to help design a master file for my clipart.

My goal is to create with many layers turned off and when a customer orders print A with women's hair brown pony tail, white tee shirt and blue jeans, I simply go into the file and turn on the corresponding layers.

There are around 20 styles that I want, and each style has the below options.

Layout once created wont change, the only thing that will change is the hair colour/teeshirt colour and accessories.

I have various portrait options:
Over 90 women hairstyles
Over 40 women clothing
Various accessories
Mens hair/clothing
Festive packs
Dogs/Cats

I will also need the layout instructions for each layout, as well as the options for customers to choose.
