Map - Need "hundreds of layers" to logical 10-11 layers...

I have a map in pdf that has hundreds of layers of elements. I need the layers merged into 10-12 layers with a logical connection and grouped as follows: 1) the map itself with height curves, colors, water and compass and scale, 2) Place name, 3) Roads - gray with black border), 4) Trails red with a thick line, 5) trails with a medium thin line, 6) Road warm red, 7) Light trails red with blue dots, 8) P* Park winter, 9) Rest area/fireplace, 10) Summer trails black dotted line, 11) mountain roads darker gray lines - see the left side of the map.

Someone here? Need this in 3 days and very, very precise!! The file is to big to attach here so I just attach a low res file to show..
