Seeking "cartoon" version of friend & fiance for a snapchat filter on wedding day!

As the title suggests, I am looking to create a cartoon/caricature version of my friend and his fiance for a snapchat geofilter for their wedding day (9/24/16). I would either need the output to be a PNG or other digital format that I can input into a PS template that I downloaded. I have attached a sample engagement photo of the couple and I have additional photos that I can send if more angles/reference photos are necessary.

If someone has PS experience I may negotiate some additional items (borders,etc for the filter) for an additional fee.

I'm not sure how long snapchat requires to approve filters that have been submitted, so I would likely need this completed on short notice.
