Create a Superhero Character

I am looking for a excellent designer who can help me create a superhero character like Marvel.
The superhero character I want is based on Korean culture.

I want to use the character, if drawn satisfactorily, as the main character for many stories I am thinking of making cartoons or animations, etc.

I wonder if you have such experience (creating totally new superhero characters) to help me.
I have a guideline on how the superhero character should look like.
