Pre Application architect drawings of attic conversion

I propose to fully convert the attic: add another floor to an existing building.
I need a cost estimate of the Pre Application submission because application may be turned down AND I'll lose the application fees - so can't afford to spend too much on the Pre Application stage.
Submissions: a site plan, a location plan, existing and proposed plans, sections and elevations in: Adobe PDF .pdf
Microsoft .doc/.docx, images .jpeg/.jpg
