Looking for Architect to design Loft

Estimated project duration: 1 day or less
Am looking for Architect to review drawings and tell me how we can achieve studio flat in Loft. My present Architect says bellow:
we cannot achieve a flat/studio in the loft. There is a diagram on the attached which explains why this isn’t possible and I also include an extract from the National Technical Housing Standards to explain the requirement:

As you can see, even with a sizeable dormer (which is probably pushing it a little on what the LPA will allow), the area which is 2.3m in height or more is only 20sqm. If this were 75% of the GIA the flat would only be around 27sqm which is well below the minimum permissible flat area. As discussed and as you will see from the plans, removing the chimneys will not assist with this as they do not sit within an area of 2.3m head room.
