I need an architectural proposal for a student residence

Design details: I am looking for design concepts for a student residence to be built on a small property adjacent to a university in North-Eastern Thailand. I attach plans of the property so that you may see its dimensions. The building is next to a small road.
I am a lawyer and some of the ideas outlined below may not work out at all for reasons that I did not anticipate. In addition, I will presumably have forgotten about quite a lot of critical aspects that should be taken into consideration because I have no prior expertise in this field. I am thus looking for input from someone who is an architect and has experience in building apartment buildings (ideally even in the tropics). Currently, I am expecting a few design concepts and I expect guidance from someone with experience in this area in order to make up my mind, whether or not to proceed with the construction of the building or not.
The remuneration will be on a time spent basis.
