Convert PDF plan to CAD design and add measurements

I need CAD designer to convert a PDF plan (attached) to CAD design. My architect has sent me pdf version of plans, they don't have measurements but they have Scale bar 1:100.

A CAD designer who works with an advance software should be able to extract all measurements from the PDF files and create a new CAD design with the measurements. I need that CAD design files.

If you can do, pls send me sample of your works.
