A 3D model of a turbine propeller for a hydroelectric generator

I am looking to purchase a 3D model of a Deriaz style turbine(image attached), built within the constraints on the PDF. It needs a 5mm diameter hole I forgot to draw in the center of the top all the way through. I am attaching one more photo to help get the dimensions too. I have built the chamber and other components conventionally, but want to 3D print this last part because it is the most intricate piece of the system.
