3D printing cad design for manipulator arm

I want to redesign an existing tool I use for sharpening scissors the tool has to rotate left and right to various angles and be able to lock to a specific angle I have roughly sketched what I need for the rotating arm and attached photos of an existing arm the overall length of the arm would be approximately 180mm
I can send images of the existing arm disassembled and all dimensions
I want to have final item 3D printed using aluminium or carbon fibre - I’m open for suggestions of how to achieve the best results
