Magazine design

I need a 72 page magazine designed in a similar format to the link below. Although 72 pages, about 22 of it would be occupied with a full image per page (either in the form of full page adverts or full page editorials) hence reducing the work load.
I have a very low budget so I need someone who can
- start very soon
- finish within a short time
- do a good job
- give a very affordable price
This will be the first edition of a quarterly magazine
