Improve design look of simple document

Hi I have a report doc in publisher (A4) which has been formatted etc but I am not mad about the colour scheme and general look and feel. I need someone to come back with an alternative colour and template layout for the first and second page of the doc (I am assuming that the rest of the doc will have a similar layout to the second page). No need to make the physical changes just give me the benefit of your graphic design perspective. May then have a second job to make the actual changes but these actual changes to the doc are not part of this initial job.
