World Map Loop

I need a designer who specialises in After Effects to create a spinning world map animation that is looping every 15 - 20 seconds (this timing isn't specific and can be adjusted depending on the style of the animation). The animation will be on the landing page of a website and be in the background of some text. (See attached image for example). I have also attached an image showing specific locations that need to 'glow' as they are revealed on the map. The general feeling of the map should be a dark navy blue satellite look with the specific elements glowing. It needs to be simple but look cool as it will be on the landing page of a website.
