Overlay 2D/3D Character and Object Animation

I require a talented 2D/3D animator who can create animation overlays for our videos. We create data videos with scrolling content and we want spice them up with object/character animations that can be overlaid as an alpha channel. Below is a reference of what we would like (the characters running across the screen).
