Lo-Fi Looping Animation

I'm looking for someone who can create a looping 3-5 second animation based on the lo-fi YouTube radio channels. Examples below:

I have some pre-made graphics that have been created with Midjourney and just need help to add the finishing touches to them from a design point of view and add the animation. Example images attached to this brief. I'd like the chef to stir the noodles, or the person watching the sunset to take a sip of their drink. These are just examples and want to gauge an idea of budget requirement etc.
